Standing Orders


1. Frequency
Branch Meetings will be held in January, April, July and October on the second Wednesday of the month.

2. Times
The ordinary meetings shall commence at 19:30 and finish at 22:15

3. Quorum
A minimum of four members shall be required to form a quorum.
If the meeting is attended by less than the quorum, only the minutes of the previous meeting, correspondence and reports may be read. No motions shall be debated or votes taken. Any motions must be carried to the next meeting.

4. Standing Orders
Standing orders may only be amended at the Branch Annual General Meeting, or an Extraordinary General Meeting convened solely for this purpose.

Copies of these standing orders will be made available to all members. This will be via email or letter.

5. Motions / Resolutions

a. Members attending the meeting may vote and there will be provision for proxy votes. Proxy votes must be forwarded in a sealed envelope to the branch secretary 7 days before the meeting. The envelopes will be opened at the meeting after the members present have voted.

Any question at the meeting shall be decided by a simple majority of votes of the members present.

b. The Chair may reserve the right to put any motion to a named later meeting.
c. The mover shall be allowed 10 minutes and the person supporting 5 minutes to speak. All subsequent speakers shall be allowed 5 minutes. The mover shall have another 10 minutes to reply.
d. No member shall speak more than once on any motion. Except the mover of the original motion who shall have the right to reply, or as directed by the chair.
e. Notice of motion, except those arising from the meeting, must be given in writing to the secretary and shall be emailed to the branch members 21 days before the meeting.
f. No resolution may be rescinded at the same meeting it was passed.



6. Special Branch Meetings
Special Branch Meetings shall only be called when instructed to do so by Head Office, or when deemed to be necessary by the secretary, chair or 2 committee members.

7. Annual General Meeting
The Branch Annual General meeting shall be held in October and conduct its business as per rule.

8. Elections
A Simple majority shall decide all elections.

The secretary and chair shall act as scrutinisers / tellers at all branch elections.
If either of them is involved, then a member acceptable to the meeting shall act in their place.

The Secretary shall keep an up to date list of all Branch officers, Committee members and local level reps.

Branch Officers

Nominations shall be called for at the ordinary meeting prior to the meeting the election is to take place. Nominations will only be accepted on Branch Nomination form correctly submitted.

Except for a vacancy arising, Branch officers will elected at the Annual General Meeting.

9. Procedure
In the event of any dispute arising from the interpretation of procedure or these Standing Orders, The chairs interpretation will be given, followed by a vote of the members present.
